Remediation checklist

  1. Reclaim unassigned seats - reduce the subscription quantity at (or before) renewal.
  2. Remove Copilot from disabled accounts today - zero user impact, immediate saving.
  3. Reassign never-used seats to people who asked for Copilot; cut the rest at renewal.
  4. Run an adoption nudge on dormant seats (named tasks beat generic training); reclaim what stays dormant.
  5. Review chat-only users against the free Copilot Chat tier before renewing their paid seats.
  6. Bring the app-adoption chart to the renewal conversation - pay for the seats that are used, not the ones that were hoped for.
  7. Re-run PilotScout monthly; adoption drifts and waste creeps back.
